Handyman license requirements in Virginia

By PlainJob · Updated · 3 min read

Short answer: Virginia has no handyman license, but jobs over $1,000 in labor and materials need a contractor license from DPOR, starting with a Class C license. Electrical, plumbing, gas and HVAC need trade licenses at any job size.

General information, not legal advice. Checked October 13, 2026 against the sources below. Rules change, so confirm with the agency before you take a job.

The $1,000 rule

Virginia's Board for Contractors (part of DPOR) licenses contractors in three classes based on job size and yearly volume. Work valued at $1,000 or less is exempt, counting labor and materials together. Above that, the smallest license is Class C, which DPOR sets for smaller jobs and yearly totals. The class limits were updated in 2025, so check DPOR's current table. Splitting a job to stay under $1,000 counts as unlicensed contracting.

Trade work

Electrical, plumbing, gas fitting and HVAC work need tradesman licenses from DPOR, regardless of job size.

Local rules

Many Virginia cities and counties also require a local business license from the Commissioner of the Revenue.
