Short answer: Oklahoma has no state handyman or general contractor license. Electrical, plumbing and HVAC need a state license, roofers must register with the state, and cities like Oklahoma City and Tulsa have their own registration.

State rules
Oklahoma doesn't license handymen or general contractors. The Construction Industries Board (CIB) licenses electrical, plumbing and mechanical (HVAC) work, and roofing contractors must register with the CIB. Swapping a fixture like for like is usually treated differently from changing or adding to a system, so ask the CIB if you're unsure.
Local rules
Oklahoma City and Tulsa require contractor registration and proof of insurance, and other cities set their own rules. Check with the permit office in each city you work in.
